Finally the fear of gravel is overcome. We would try going north on the Shoreline Park that we turn back twice.
This time, we parked in the Casey Forebay Street Parking (maps). This is the end of northbound San Antonio Rd. From here, as you can see on the map, we will reach the Bowl first, then visit the Baylands Nature Preserve, back onto the service road off Highway 101, and return to our car. Total around 8miles. There are numerous restrooms along the path. Although there is no shade at all, early morning's breeze is still quite comfortable. It is mostly flat. You can ride up to the small hill if you want.
This is right on the edge of the bay looking toward the east. We exit out of the Byxbee Park, pass Palo Alto Airport, Palo Alto Duck Pond, and reach Baylands Nature Preseve. The pedestrians can stay on the trail, cyclists mostly take the paved road.

We did not visit the Lucy Evans Baylands Nature Interpretive Center. But took a walk to the Boardwalk. Here you can see Highway 84 crossing Dumbarton Bridge in the distance (below). I was told there are bike lanes on the bridge. Maybe one day we can try to cycling to the East Bay!
